Guaranteed Search Engine Placement.
No one can guarantee top position on search engines like google; the whole point is that they evaluate sites and rank them according to their own ideas of what represents a good and relevant site for their visitors. A site which is top today can be upstaged by a competitor who has recently made 'improvements' to their site tomorrow.
The only real way to guarantee first place is by outbidding your competitors on bid for placement search engines. This can be very expensive and also in some cases un-necessary.
Some search engine optimisation companies make exaggerated claims about what can be achieved. If their pricing structure is such that they offer not to charge you unless your site is number one on google for 6 months - remain cautious! I encountered a company who reported that a client of mine's site was number one on google in a country where the client had no ability to sell their product, and for an extremely obscure keyword that was used only a handful of times each month.
If claims of guaranteed placement sound too good to be true, they invariably are.
